[Avid-L2] Does Skip Media already on target drive really work when relinking?

On a series I'm doing I consolidate all the media to one volume on the San with the exception of graphics which has it's own media volume.  Every new episode I relink to the older episodes media one show at a time and then consolidate to the main episode volume.
I have skip media already on target drive when consolidating checked and the relink selected clips to target drive before skipping checked.  I still end up with duplicate clips of some of the common show element video.  WTF?  Honestly I never paid much attention to the relink selected clips to target drive before skipping but what exactly do they mean by selected clips?  I'm consolidating a sequence and not highlighting any clips.  Does this mean I have to show reference clips in the bin and/or Highlight the common clips in the decompose bin in order for Avid to really skip media already on target drives to work.

Sometimes the duplicate clips differ in in or outpoint by a few frames and that I guess makes sense but many are completely identical.  Am I doing something wrong here?  It's not a huge issue but I'm very curious.  I have checked with "Reveal File" and the duplicate clips each have their own media files.
