[Avid-L2] Reformat selection IGNORED with transcode???

I do a lot of work where we're still creating HD and SD versions of promo
cuts. Previously, in MC 5.5 and earlier, I would use this process:

-cut promo in HD

-flip the project format to SD

-use the REFORMAT column in the bin to choose Letterbox or Center Crop

-refresh the sequence reformat settings

-transcode the sequence to an SD codec (1:1)

This would "bake in" the reformat selection to the transcoded clips and I'd
have an instant SD version of my HD cut.

NOW, in MC/Symphony 6.0.3.2 (recently upgraded), any transcode of any clips
(AMA, native codec, HD, SD, etc.) IGNORES the reformat setting, and
defaults to "Stretch".

I have tried new user, various codec files, various reformat settings, etc.
- this is a bug and it's a particularly bad one. It affects users who cut
with AMA clips and regular clips who set reformat settings for those clips
while cutting, then when they go to export are forced to transcode, and the
transcode screws up all of the reformatting.

Any solution to this? Any idea as to why this is happening? I searched
around pretty hard and only found one dangling thread that was tangentially
related, with no solution (
