I reply:

In the case of graphics, you are correct. Until we hear otherwise,
we are to keep text graphics safe within 4x3. This is because of what
I explained earlier: Shows that are center-cut for SD 4x3 display
(News & Sports) should not cut off the sides of the text when viewed
in SD 4x3.
