I just did a quick check for you with Cmd+'
and it didn't work for me either.
Selecting the menu item does . . . something, but it's not what I remember it doing years ago.
I have a feeling the best answer is to just make a Workspace and call it "home".
And Avid folks . . .
I just added a sequence to the timeline (something I didn't do earlier), I deselected all the tracks, and the Background color for the timeline still would not change. Menu item is there, the color palette appears, and even the alt/opt trick still works . . . it's just that the color doesn't apply itself. A very small bug, I know . . .
