I'm with Dylan.
1:1 is overkill.
Over here broadcast standard is Mpeg50 for normal daily work, including
multiple generation stuff.
Commercials to air are to be delivered in Mpeg30 (!)
(and then the company that does local add insertion makes it even worse...)

The downscaler in Avid is actually quite nice.
Transcoding in Avid keeps all your metadata and is worry free / one step
(and a good night of sleep if you have a lot of material)
And your graphics will look better when made in the native resolution.
