It all comes down to the Eyeball QC. As Tony said it has to match the surrounding content. If you have interlaced smooth action and juddery progressive graphics they will look odd. Sadly its all too easy to then comment on the Eyeball QC that its an asthetic choice. And its rare for that to get bounced back. I deliver QC training on current File based deliveries and the biggest gripes are from QC operators not having the Broadcasters stand fast on their specs.
I recently had a UK broadcaster allow a client to supply a caption half a word outside title safe. Not part of a letter but about 5 characters. QC failed by me, asked by client to check with broadcaster, who said "ok by them if the client wants it"
Standards just aren't standards anymore. Think of them as aspersions!
