I wonder if we are talking about the same thing? I can send renders to the Background from one sequence, open another sequence and send those renders to the background, and both get done. They show up in the Background queue and go through to completion.
If you are asking can you select sequences in a bin and queue them to render, then no. but you can't even do that with one sequence.
