My take on this:
For DVD's:
Is every shot a different entry on the DVD?
My approach would be to create a lot of markers, and have the rushes on a
long timeline.
Then, for TC, add a subtitle track containing them.
Since you probably cannot have subs 1 frame long, they will be rounded to 1
second. Good enough for spotting i would think.
If there are a a couple of you that like this approach, i could alter
QTchange so it will output a merged (qt ref) file,
together with a STL and Marker list.

For other file formats (that make more sense in my book):
My Transcriber application has a scalable TC window, and other functions
that are handy (GoBackAbit / JKL shuttle, stuff like that)

Now it works on other files than QT as well, using metadata written in the
artist / genre part of the file
(SoundDevices style)

This functionality could also be baked into QTchange.

As a general rule, i would NEVER use a long GOP codec for spotting files, or
at least set GOP length to 3 seconds or less.
as you get crazy when you want to search trough them. (Jumping back 30
seconds when you want to hear a single word is frustrating...)
