You should use AMA - transcode within a matching frame rate project. So bring all your 23.98 clips in a 23.98 project, all your 59.94 in a 59.94 project, etc.
Then you can open those bins in whatever your final frame rate project is. This will allow you to choose how the motion adaptation to varying frame rates occurs. You will want that flexibility as some modes are better than others depending upon the material. You will also be able to link back later on.
Personally, I wouldn't choose XDCAM as an editing format. It is a long GOP codec which is more taxing on the system. That said, lots of networks live in that universe as it is small enough to use for offline, but good enough for final broadcast. So there is no "offline/online" workflow needed.
