I personally use Episode Pro to do this.
If it is a .f4v (H.264) you can just change the .f4v postfix to .mp4, and then Quicktime (without Perian) will open it.
What is the Perian levels issue? The only reference I can find via google is some kind of AMA import luminance problem. Is that what you are referencing? I've not seen any issues with Perian and Apple or Adobe apps.
