Was this done on PC or Mac?  I'd assume PC but elsewhere in the thread it has been mentioned that some of the problems have been seen on Macs.  I don't know why the different platforms would handle this differently but I never say never.

I just did a test. I created a full screen gradient between colors in title tool. Saved as a 10 bit uncompressed file. Then cut into a timeline, and split up the shot into 3 parts. If I go swap monitoring quality modes between draft and green I see no noticeable banding difference. (Expected) Changing to green 10-bit reduces banding.

Then I set the media creation render settings for 10-bit uncompressed, and 16-bit processing. Then I rendered each title, changing the timeline monitoring quality per each render. There was no visible difference in banding if I stepped to each rendered title in 10 bit monitoring.

Then I exported the titles at max quality and imported to photoshop. I tried difference mode and got a completely black screen. (This means no differences). I then added all three titles on top of each other and did a split wipe. I could not visually find the seams.

This tells me render quality follows media creation settings. Not timeline monitoring quality settings.

I then repeated the same test doing a video mixdown in each of the 3 settings and indeed, the quality of the mixdown follows the timeline monitoring settings.
