Netflix has a list of preferred vendors who fully comply to their delivery specs and get monitored and marked all the time on their deliveries.
If John chose one of these facilities, it is their responsibility to ensure the IMF file they create passes NFLX final QC.

In order to achieve this, they need a pre-conversion QC to make sure all assets are in check and the programme is valid, both technically and subjectively.

This is exactly what I was thinking.  What's the point of QC if it's done with a file that isn't the one delivered for air?

The QC should be on the delivery file.
At worst you'd QC an intermediate file but then you still have to QC the final file.
If the facility doesn't understand that then I'd find one that does.
