I finally got a chance to open the premiere pro project up in Premiere and I did find incorrect tape names for some clips and the clip metadata showed the Tape Name column with only the first and last 4 characters of the file names as the tape name. I was able to cut and paste in the full file names into the tape name so I am going to test further a new edl.
What I don't know is how the Tape Names were created in the first place. Does Premiere automatically make a tape name from the first and last four characters of a file name by default or is that a preference somewhere. Oh well more fun the a barrel full of unlinked media.
