After running some tests it seems if I import the 4444 ProRes file as an RGB file it comes in at a proper level as far as I can tell. I compared and Avid RGB level import to ama linking to an export made in QT Pro7 to ProRes HQ 422 from the 4444 file and they match.
Here is what I found in the white paper:

When it says, "direct encoding of, and decoding to, both RGB and Y'CBCR pixel formats." does that mean the video essence can be either RGB 0-255 or 709 16-235? Given what I'm seeing on my file it appears to be RGB levels.
