It depends on who did the software and what their opinions were on centre channel build up in stereo. Any signal sent to both tracks will be louder. 3dB or 6db depending on wether you are speaking electrically or acoustically. I have not been through this discussion for decades and no longer recall the details.

An announcer as an example recorded mono panned centre would tend to overwhelm the music and result in the listener either remixing at home or feeling assaulted by the bellowing fellow. Depending on the music and and how much you liked the announcer the fix was to drop him back 3 to 6 dB.

The bottom line would appear to be somebody has decided to drop the level so it does not affect your mix. Done late in the process this is a good thing, early in the process, possibly not. SNR?

I would generally be happy with this result.

But there have been many hours of disagreement over this issue in Canada, let alone the rest of the world.
