I was referring to work versions, cutting copies, of theatrical productions (23.976 or 24p). Who sends SD DVD's to a composer these days? Way easier to send a QT and not deal with any frame rate conversion.

I just yesterday made and shipped 6 different DVDs to PBS (US public TV network) which requires that we deliver SD DVDs along with all broadcast masters (which we deliver at 1080 29.97i). And for us, SD at 29.97 is a perfectly fine offline proxy resolution - why not?
