I wanted to thank everyone for the info (and the clock).  Feel like I have a handle on the basics, and think I have a decent shot at getting through the hoops with SkyTV.

1. never use, or see, 2-pop on UK deliverables

4. no 'slates' needed, just VT clock before first part containing:
Programme I.D. number
Programme title (and series number if applicable)
Episode number (if applicable)
Episode subtitle (if applicable)
Version (Pre/post watershed etc if necessary)
Part number (if applicable)

Programmes are reversioned, amended etc so no durations or audio details on clock these days. 

Programme (and part) timings go in metadata.
Timings are start and end that will be aired by automated system (so do not include pre-vision, living holds or freezes. Audio must be silent outside the duration between start and end point.

Audio must be R128 compliant, which is pretty much the same as the US requirement now I think.
