Yes, it can. ProRes Proxy is just their lowest bitrate ProRes. Compare it to DNxHD36, for example.

ProRes4444 (4:4:4 color + Alpha)

ProRes
ProResLT (Log and Transfer - midrange codec, good for news)
ProResProxy (Offline)
