You have to be careful to specifically tell it to put the renders in the file with the project, or in a specific location - otherwise it has a nasty habit of reverting back to the default.

Premiere's scratch disk location for render files is a project setting (File > Project Settings), so it can be different in one project to another. The default location is in (I think) Documents > Adobe, but another common location that it can end up in is in the same directory that the project is saved in.
