I'm working in a 720/23.98 project already. Switching project between 1080/23.98 and 720/23.98 has no effect on the timecode. Other footage from other 23.98 sources reads timecode correctly.  The bin shows that these AVCHD clips are 23.976. Despite the suspicious pattern of 2 frame and 3 frame timecode advance, I don't believe it has anything to do with 30TC -- for example, a clip that is 84 frames long and runs as expected for 3.5 secs., shows an end timecode and duration of 8:17. The timecode is incrementing as if there were only 10 frames per second.
