There is no such thing as 24DF timecode, and 1080p/23.976 projects use 24TC.
There is no such thing as TC24 in 720p, so that uses either 30 or 30DF.
2) I know that I can use the Modify dialog window to change a Sequence from SD to HD, andbetween HD formats, but not HD to SD.
You can just toggle the project format to a compatible SD or HD format. And within any of them, you can mix&match.
