My opinion:

RGB always, forever and ever till the end of time.

There's almost no reason to export with the 709 flag. The days of fast import have been eclipsed by AMA/transcode. Most other applications are not expecting it and you'll have to screw around with levels. The only reason I can think of to export with 709 flag is if you have levels below 16 or higher than 235.

Encoding with Compressor: RGB, since that's what it expects to get (IIRC), and you can't change a setting for that.

Again, IIRC, Squeeze and Adobe Media Encoder will let you tell it what you're giving it,
so export as Rec 709 and scour the settings to make sure it knows that's what you're giving it.

I don't have my recipe in front of me, I'm sorry,
but worse case scenario:
Sacrifice a disc (or three) to the burn-gods and do a :30 test output(s) of typical footage (with some bars added at the top and tail) from the sequence with the settings as you think they should be, then encode with the settings that seem right, and then burn to DVD and watch on a TV or broadcast monitor. That way the process is quicker, and you can write down the winning recipe of correct aspect ratio and color space, and whatever else. I have used Adobe Media Encoder & Encore in the past with positive results.
