Yes, interplay requires that assets are checked in (and out) of the database. But to be clear, we're talking about metadata only. Media transfer from remote to home base or from one workgroup to another, is a separate but equal operation.
Once you've checked in, interplay should know where your media is and also be able to track changes and usage. Yes, editors will still spew media all over the place, but even if the administrators can't control that, they can identify who did it since everyone is logging on to the central database as individual users.
Signiant, or the like, can accelerate the media transfer behind the scenes. You, the editor, can do all the "craft" editing and not be concerned whether you're cutting with proxy or full Rez video. Finishing is obviously a different story...

There in lies the rub. Even with no cloud involvement every online has glitches. I can't imagine adding the cloud will lessen this reality, in fact I'd be surprised if it doesn't make things worse. It's hard enough to get my local in house AEs to capture ad ingest files correctly. Moving them out of house will probably make that even more problematic.
