I agree that you should have the option to turn it off, but I can't really think of too many (or any) instances where it'd be more useful than having it on.
Keyframing in Avid is much more in depth than you'd think at first (or second or third) glance. Based on the source media in your screen grab, have you read chapter 2 of the pro effect and compositing book?
