For a more informal, non-broadcast presentation, your absolute cheapest option (free) is Microsoft SysInternals ZoomIt:

It allow you to both zoom and draw on an image in a variety of colors and line thicknesses.

It is by no means a dedicated telestrator -- but used in conjunction with your favorite media player -- it is a very lightweight application that largely gets the job done.

It is also an invaluable tool in an edit suite.
