What you probably fear happens. You lose quality. The "missing" frames
are interpolated to get to 29.97. The "real" frames were thrown away when
you transcoded to 23.98. They are not coming back. If the original
material still exists, you might want to over cut it after to get to 29.97,
if the quality or motion is unacceptable.
