The chunky silver stuff is After Effects for sure. You might get lucky and find an After Effects template that is similar.

The effect on the video looks like high contrast, high saturation with a healthy amount of glow added and vignetting to darken the edges of the frame (Baselight could do that or replicate with multiple color corrected layers and Animatte).

Some of the stuff where the color channels seem to separate and fringe is probably a BCC effect - video effect or channel effect of some type. The strobe lights are probably short, temporary ramps of glow effects.

But the text stuff that runs throughout is serious After Effects work. You either know how to do that or you don't. It either has to get hired out to a graphics house or maybe you find an After Effects template on a site like videohive.net or motionvfx.com (http://www.motionvfx.com/store.html)

Video Hive has an After Effects template wall that is similar, but not as ominous.
