They are setting time code and laying down a few seconds of black so that
they can make an assemble edit at 00:59:00:00.

The VITC switch is on and the VITC light is one that is supposed to show
that it is being recorded. The reader switch is set to Auto. When the tape
slows down, the counter shows 00:00:00:00. When the tape is moving slowly
or stopped it should read a matching TC to the LTC, correct?

Are you Assemble recording, doing an insert, etc.? And how do you know it
isn't recording VITC?
