On a practical note a loss of time code would certainly make it hard to use Time of Day as a reference point to get to a matching time code in the general area. I don't see how something like frame count would facilitate that basic function. I know most file based cameras have some sort of date stamp in the header or metadata but the most logical way to resolve where something is on a file or tape is time of day code. That way your drop frame watch is a rough indicator of the source.
