Make sure the sequence is in a bin on it's own.
Set bin display to show reference clips.
Sort by video format.
Select the selection that need to be transcoded.
Transcode those clips to the required resolution.
Relink the sequence to that resolution.
Job done.
But we playout to tape from AMA sources a lot. Sometimes Avid moans but as long as you have stop on dropped frames selected and monitor the playout it's fine. (on a fast machine)
