Squeeze will let you do 18000 Kbps (18 Mbps) if you change the profile ID
to "4:2-2" and Chroma ID to "4:2-2". As for the GOP, the 1, 6, 12, 15, and
18 are I-frame settings; isn't the GOP a combination of I, P, and B frames?
If so, you'd set I-frames to 6 and P-frames to 3, but that's just a guess
based on what little I know.
