What I think you're looking for is a simple, stereo (or two locked mono)
channel short-duration monitor delay line -- so you may actually want to
look at live / venue sound reinforcement resources, as these are used
profusely in those areas.
Yes, something like those Behringer units would probably work - although
you'd not want to use those for actual output (phase shift). For that
matter there a metric crapload of 1RU mono DDLs on eBay for $50.
