It's not just tape decks, but also cameras, routers, switchers, monitors, etc. The entire infrastructure. IIRC this was originally devised by Laser Pacific who in turn convinced Sony of the viability. This was seen as an acceptable compromise between the 720p networks (never can touch interlaced in post) and the 1080i broadcasters. It was also at this time that we got 23.976 in addition to true 24fps. Similar reason.
