Actually the best and cleanest conversion is to conform your 25fps media to 23.98fps. This will slow the footage without artifacts. To this, apply standard 3:2 pulldown for conversion to 29.97fps. This is best ONLY if everything is progressive or PsF. You will then have to send the audio through the proper corrections to change speed in sync without pitch changes.
