PBS also no longer accepts SD production. Action and title safe are mostly obsolete for digital television where overscan is fixed and not variable. When HD is delivered as an SD signal, the processing upstream will determine the overscan as much as the CRT itself. This processing is the primary variable now, not the CRT.

Yes, there are exceptions, but going forward, these are minor. Flat panels do not have variable cut-off. Overscan is fixed at roughly 2.5%, hence the "93%" action safe. Even most existing CRTs have highly reliable overscan at slightly less than 10%.

Because PBS has changed their delivery standard does not mean there is no reason to follow old standards. If you are delivering 16x9 on DVD to CRTs, your letterbox will likely be cut at the sides by 5-10%. I still follow old title safe on the sides. Besides, it looks better. And if you expect to be center-cut, then you should be following center-cut title-safe

Prediction: Overscan is EOL and monitor manufacturers will change the default setting to full scan over the next few years. Every 1080p monitor I've seen has a full scan mode that is easily accessible via the consumer menu.
