So you are talking about the ability to select filler and not have it overwrite the video below, like in FCP.
That ability may be added someday to MC as it is one of those long standing feature requests. If they do, I hope it is an option function, because sometimes I want filler to replace the video in overwrite mode, sometimes (like your example) I don't.
