QT reference movies are text files (not XML) that point to media files and in/out points. Very much like an EDL.
XML is a flexible format that can contain many types of data http://www.kenstone.net/fcp_homepage/xml_hodgetts.html. Like a QT movie, knowing that something is XML is unhelpful.
Final Cut Pro X understands FCPXML - a new format for Event and Project information (still a work in progress)
Final Cut pro 7 could export xmeml - a format suitable for Final Cut Pro 7 projects
Motion projects are XML.
Premiere Pro projects are XML
but all are different flavors of XML.
As to why QT X can't play a reference movie - you've got me there. QT X on Lion is AVFoundation based (not QT) but AV Foundation supports reference movies.
