I think QT refs are a nightmare scenario that you should avoid at all
costs. I've never really had good experiences with them.
You would be better off just biting the bullet and chop 'em up and make new
self-contained movies...
Since it's surveillance footage, you might just run with ProRes Proxy or
DNxHD36 or something like that - it's not like it's really gonna get
better...
