If you're on CS5, it's already 64-bit and plug-ins should move along transparently with no issue. The 5.5 update is a minor cost (varies slightly depending on your CS package).

Now, imagine Adobe announcing CS6, and CS5 owners would get it cheaper than CS5.5 owners just by upgrading to 5.5 before release. That should light up some forum fires.
