Yep. When you import a graphic or make a title, MC makes a "slide" of media rather than a big media file for the whole duration. The duration value you type in is just making a master clip that is instructed to play back that slide of media for the amount of time you specify. For some reason it was set to a max of 60 seconds for ages and you had to go into the console to override that. Then around v1... or v3.5 (who can remember this stuff!) they allowed you to create any duration. BTW, the same goes for tone. You can create tone clips longer than 60 second if you want.
