For a tape output the Avid will only output 59.94I as far as the HDSDI output is concerned. That is not to say the output will be I it depends on the source material but the Avid doesn't seem to know to modify the Tri Level Sync to properly represent 29.97P when in a 29.97P project. That has been my experience with Mac SNDX ver. 4.0.5x and it doesn't require transcoding. Not sure if it is different on later versions. I've found I can set the HDCamSR deck to 29.97P or 59.94I and output accordingly. If you are exporting an XDCam file then I would go by what others have said regarding transcoding.
