The problem is that if you have a movie that is 720 x 480 and you BLOW IT UP to 720 x 486 you get these freaky "interpolation-like" banding lines. Better to just add three lines of black at the top and bottom.
You also don't want to take a 720 x 486 and squish it to a 720 x 480 DVD size. It's better to just crop off 3 lines from the top and 3 lines from the bottom than to try to divide 486 into 480.
That's some ugly math.
