It's the HDCAM compression. The bars generated out of FCP should be OK, but not as clean at bars from a true test generator. Avid sort of avoids this by the fact that the transitions between colors are blurred in their test pattern files. The ringing at the transitions is accentuated by the compression. You might have better results with the AJA-generated bars.
