Why do you need to conform in 1080i/59.94? Can they edit and you finish in 23.98 and then convert the output? That would make life easier on all. Why do they need to cut in DV? Can they cut in ProRes?
My suggestion would be to convert to ProRes 1080p/23.98 in MPEG Streamclip and have both you and them work with that. They could also convert twice - once to ProRes and a second time to ProResProxy or DV. This is an area where MB Grinder may be the right choice, as it can generate both a master quality file and a edit proxy file with burn from the same batch.
The issue is where and how to add the 3:2 pulldown, which is why I suggest staying in a base of 23.98 until the end. If it has to be done ahead of time via conversion, then this would be best done in After Effects. In the end this would require three conversions. MPEG Streamclip to 1080p/23.98. After Effects to ProRes 1080i/59.94. Compressor or MPEG Streamclip to DV/29.97.
