I hate to say it, but it sounds like a real series of bad choices. Given that's how they want to do it, I think the best idea would be to use the hardware you own to your advantage. Ingest the 7D H264 files into Symphony via AMA into a 1080Psf/23.98 project. Spit out to tape via the Nitris hardware to HDCAM as 1080i/59.94, using the Nitris gear to add 3:2 pulldown. These are now your camera masters. Downconvert DV tapes for the client from the deck and conform from the HDCAM tapes in the future.
