Sure. Two opions. One, use Universal Mastering, speeding up the sequence to
25fps, in the Digital Cut Tool. Two, open a 25p project, open the 23.98p
project, and everything will automatically get a motion adapter applied.
Speed stays the same, motion cadence might be jittery (depending on
content). You can promote the motion adapter to a motion effect.
The latter will give you the show at the original speed, but with a
framerate conversion. Not sure it will hold up very well, but you could give
it a try. The Universal Mastering way is the "usual" way to do 25p
deliverables from 23/24p projects.

I don't think the quality will be different, since a frame will be a frame.
But you will have a 23.976p master that way, which may be nice to have
anyway.
