Do they have Alphas? Try BCC DVE - there is a border in there. Use
'Apply to Title-Matte'. Not used it much but it seems to do what you
want.

can;t twaek it using Marquee or Title Tool.

BTW - we're running HD Adrenaline vers 2.7 on a pc. (w/NO Sapphire)
