You need to be doing all this from within Media Composer. There are no desktop operations involved here at all.
1) If you take a good look at your Project window, you'll see tabs labeled "Bins" "Effects," etc. Make sure the "Settings" tab of your Project Window is selected. Once you click on that tab, you should see a list of all your settings. The only other thing that might mess you up as you do this is a selection you make from the "hamburger" or pull down menu roughly located in the upper left of the Project window. Open this menu up and make sure that "All Settings" is selected, not just "Active Settings."
2) With the Project window active and the "Settings" tab selected, now go to the "File" menu in the upper left hand corner of your screen and select "Open." It should take you to a list of settings files. Open the settings file you want, and a little extra window with that list of settings will appear somewhere in your application space. I find it normally opens near the Project window.
3) Drag and drop any setting you want to copy, such as a keyboard setting, or a bin view setting, from the settings file you just opened over to your Project window. I believe it will ask you whether you want to replace the existing setting; I would say no, in which case you will see the new setting added to the list in your Project window.
4) Rename the new settings to distinguish them from the original settings. To make any of the new settings active, just click in immediately to the left of the setting name and you will see the check mark move from the old setting to the new one, indicating that it is active.
This should work, but if it doesn't, write again. Also check your help documents; I'm sure they have valuable info about copying and managing settings files.

I could not get it to work. I tried dragging various Settings files from
