640 x 486 not 486. I think that's why it's not working. 640 x 486 is
the square pixel equivalent of 720 x 486 non-square pixels.

And Avid is the last NLE standing using 720 x 540 as a source. Apple
changed with FCP about version 4.5 or 5 and Adobe moved into line with
the "more accurate" numbers with CS4.

I, however, still use 720 x 540 and scale to 720 x 486 for video use.
