This is not EBU stl, but Spruce STL.
EBU STL for SubCap is a binary format, not human readable.
 
Download Subbits from my site, it can create both STL as SubCap compatible .txt files.
 
(And probably even import your STL and convert it.)

Does anyone have an example of an STL file that actually imports into SubCap?

I am trying to use the SubCap effect and MC is refusing to import my files. My files look like this:

00:00:05:28,00:00:07:09,Justice for these killers
00:00:07:10,00:00:11:26,will be certain, swift and severe.
00:00:11:27,00:00:13:20,We will find them,
00:00:13:21,00:00:15:25,we will convict them,
00:00:15:26,00:00:16:19,and we will seek
00:00:16:20,00:00:18:28,the death penalty for them.

MC indicates that the timecode in my file goes from 00:00:00:00 to 00:00:00:00 and therefor there are no "overlapping" events to import. 

My files have no header information and I'm wondering if this is the problem. I note that MC indicates a specific EBU standard for the STL's but I can't find any reference for that standard.
